I'm running OS 9.2 and I've successfully installed the airport card in my Clamshell iBook (yaba daba doo). The control strip reflects that the airport card has a strong signal from my wireless network. The TCP/IP is configured and is connecting through the airport. But I still can't get to the internet. Any thoughts out there to what is causing my problem connecting.

Welcome to our forums!
Any thoughts on your problem? I have lots of thoughts. Let's start with "what kind of security are you running on your network?" OS 9 can't handle WPA, and may be dodgy with WEP... I cannot recommend doing without wireless network security for any extended (non-testing) period, but if you turn off your network's security I think you'll see the computer connect to the Internet. Or at least connect to your network and try to connect to the Internet (which will lead us to what settings need tweaking). Further, I think ANY flavor of OS X would be a better choice than OS 9 - Tiger works well on G4s, maybe it'll do well on your Clamshell - AND you can use WPA with Tiger.
And since you obviously have the hardware properly installed or you wouldn't be seeing the indications you have, I'll move this to the Networking forum.

Which model is it? I do agree with Glenn that upgrading to OS X is probably a good idea assuming maxed out RAM. Panther works well on 466MHz iBooks, but Tiger may be a little too much. The original Airport card that these models use is not capable of WPA encryption. It's usually an encryption problem that prevents clients from connecting properly, so Glenn's suggestion to try it with no security on just to see if the connection can be made at all is an important troubleshooting step.

I run Tiger on my 466 with a 512MB RAM DIMM - it's as fast as Panther.

Incorrect. I use WPA on my original Airport card with no problems. Just make sure you have the newest Airport software in OS X, and you can use WPA.
To the OP: WPA is not supported in OS 9. If you need WPA, you're going to have to upgrade to OS X. You can try WEP, although my OS 9.2.2 install refused to get an IP from my wireless router. I ended up having to manually configure the IP address to be able to get online.
Ultimately, though, I'd really recommend switching to OS X. Or, if you're a little adventurous, Linux.

Sorry for the misinformation. I guess it's functional in Tiger. It wasn't functional for me in Panther despite being shown as an option, and then someone else on here (I believe) said the original Airport card didn't support WPA so I assumed that was true.

The AirPort software upgrades also upgrade the card's firmware. So an older card can be made to handle WPA (and maybe even WPA2) with the right firmware. So your misinformation was simply "incomplete" information.
