used to be so easy back in OS 9, seems that OS X is a little more picky, or maybe its the apps themselves that are being picky with changing to the icon you want. For example I have tried to change many icons before by just copying and pasting in OS X, but some act like nothing happened, then once you log back in and out, or sometimes restart then the icon you wanted shows up. Is this just a common thing of OS X, is there a fix around this, or an app that gives 100% override all the time. I know for system stuff, candybar is the way to go, but just for regular apps whats the easiest way to do this?

The easiest and safest way to replace the app's icon is to open the Package Content (by right-click on the app's icon) and look for 'apps.icns', replace it with your preferred icon (in .icns format, of course).
This only apply to all cocoa apps and few carbon apps.
Carbon without Package Content is okay with pasting an icon over though.

I've had some problems with this too, it seems to be related to a file called 'Icon?' in the application package. You can delete this file, resetting the icon to the default by doing the following:
Open the terminal. Type 'cd ' the space is important! Drag the offending application onto the terminal - it's path will be pasted there. Making sure the terminal is the foreground app, press return.
Type 'ls' and press return. Confirm that there is a file called 'Icon?'
Get rid of this file by typing 'rm Icon?' and press return.
The application icon will now revert to the default, and you will be able to paste a new one in the get info panel right away.
