Not sure what you mean but I know you could probably download the NEXT theme for Skin-a-dock and it'd come close...

You'd have to get a different app to keep the Dock quit, but there's an app called NexBar or Nextbar or something like that. Check VersionTracker or MacUpdate.

Problem with nextbar is that while it works ok, it hasn't been updated in forever and it has some issues. For example, the way it scales icons produces jagged results, and arranging the squares and items isn't as intuitive as the dock.
Drag thing would probably be your best bet, it take a little work to get set up, but you can do some very interesting things with it.

Actually, the jagged images are caused by NSImage.
NSImage sucks when it comes to resizing images.
