Resize apps past borders?

Is it possible to get an app to resize to the point where there are no borders for scroll bars? This can be achieved with an image opened with Preview.app stretched beyond the scroll bars.

No specific app, I was just referring to the idea in general and if it is possible. It would make apps much more elegant that don't need more than the screen real estate in space.
