It doesn't even open in Panther, it tells you it hasn't been tested on 10.3 and tells you to go to the website. I was hoping it would work too...

Iconographer from Mscape Software is capable of editing any icons in any file anywhere... might be worth a shot.

Ya with Iconographer you just need to track down the systemicons file and open it. That's what I did before candybar was ever out.

in Jaguar icons used to be in one file called
SystemIcons.rsrc inside SystemIcons.bundle
(/System/Library/CoreServices/)
In Panther they are still inside SystemIcons.bundle
but this time they are all loose .icns files
So no need for Iconographer to open that one
file anymore, just properly rename and replace
.icns files

inside Dock.app is Finder.png
in side Finder.app is Finder.icns
inside SystemIcons.bundle is Finder.icns and FinderIcon.icns

you havee to change all these, good luck

Also try clicking the changed icons in the dock, the are cached and often wont change until you click them.

Icons are really buggy in the Panther beta, well when you log-out and in. The finder icons almost always disappear when I log back in. I wonder if it has anything to do with the new way the icons are stored?
