I've got a theme I'd like to make but producing all the different widgets and button states from scratch is a little daunting.

The only one I've seen is Max's button template included with Themepark and that is such a small set of the widgets needed.

So are there any "opensource" photoshop theme templates out there?

The included template is made so that you don't have to deal with the most annoying buttons. Other buttons are pretty easy to change. I usually take a screenshot of some elements and just make my own graphics on top of them.
