I think I've isolated the problem with nuked Finders from Theming Panther.
After trying all the Aqua restores and it wasn't working, I got frustrated and was almost about to reinstall Panther when I logged into my other user account, which uses a Chinese Finder.app, and it loaded up just fine. So the problem must be in the Finder.app/English.lproj directory. So I copied the Localized.rsrc from the Chinese lproj directory into the English one, and relaunched the Finder. Voila!
Now, I am not sure if this is the perfect fix, as there must be differences in these two versions of Localized.rsrc, but so far all my menus in "English" mode are indeed English and I see nothing wrong with it.
This is a temporary solution until a damn good theme switcher app for Panther comes out.
Hope this fixes many of your frustrations.

It's very strange that the Localized.rsrc is affected since themes no longer change that file.
I myself have not had any problems with nuked finders, but I've heard all the reports.
Is this a bug with ThemeChanger? Or is it because it applied an old aqua backup?

: shameless plug :
Duality avoids this problem by translating the Localized.rsrc on the fly.

It seems that yes, as stated here and elsewhere, it is the Localized.rsrc file that is the issue. Neither Max's nor Swiz's Panther restore themes include this resource. After a long series of attempts to fix this, I ended up with Localized.rsrc files that were 252 KB, while the normal one seems to be only 4 KB. I fixed this problem by using Pacifist to install the Finder from the Panther Install Disc 1 (it is located in System/Installation/Packages/Essentials.pkg on that disc). Pacifist did hang during the installation process, requiring a force quit. I tried again, this time just installing English.lproj from the Finder in the same location, and I had the same problem (the two installations probably aren't significant, but I have no intentions of testing this). Anyway, I was just about to reinstall, but I decided to try launching the Finder again and . . . it worked.
So, basically use Pacifist to reinstall the Finder from the install disc to save yourself the greater hassle of a reinstall.
Max, since you have experience with making packages now, any chance of you making a package to install a correct English.lproj in the finder?

I could make a package, but I'm still wondering what's causing this. Were not even changing the Localized.rsrc, so why is it tampered with??

That's what I though... It's got to be theme changer's aqua backup, (if it backs up the Localized.rsrc) since I heard that TC applies the backup before installing a theme?

If it makes any difference, I'm currently running Max's SmoothStripes 4 Gloss Traffic (great theme) and am having zero problems. I say this after nuking my finder with ThemeChanger and having to reinstall 10.3. On my second attempt, however, I did replace ThemeChanger's aqua backup with Max's aqua restore. I did this the first time I ran ThemeChanger, before applying any themes. So I think the problem somehow lies in ThemeChanger's aqua backup.
I hope this helps

Please send me an e-mail (support at charlessoft dot com) so I can see if I can figure out what would have caused Pacifist to do this.

Uggggh
Can someone send me this fixed file?
I don't want to download and tinker around with Pacifist.
=(
I dont like having a nukes Finder, or having stuck menu bar items.
