Would an app be better if there were more functionality than could fit into a prefpane though?

I have nothing against the prefpane. It seems to do the trick. What's the pros and cons for either ? Can an app have more possibilities or options as compared to a prefpane. And willl it remain its looks- the quick overview !?

For an App, it would be easier to fit more stuff in because an App gives you more screen space to work with. The interface can be less "cluttered" and thus, more useful. And yes, the beloved quick theme preview is retained.
