I have seen a few screenshots and a few have little buttons for those keys on the menubar. Is there a program I have to download, or is this just an OS X setting I missed?

I believe you're talking about F10 - it's not really an app that puts the function keys in the menu bar...it's an application launcher. The logo for the menu bar looks like a function key. Check it out here:
