Political humor typically needs some grain of truth in it to actually qualify as "humor". Saddam and Hillary Clinton? Wait, didn't she vote for the Iraq war? Didn't her husband spend millions of dollars lobbing cruise missiles at him during his presidency? This random caption doesn't make any sense, therefore = not funny.
