The subject of private military contractors conducting wars for and on behalf of the US and UK has come up repeatedly since Gulf War I. That marked the first major conflict where private military forces were extensively used.

Currently, the ratio of private contractors to military personnel in Iraq is about 1:10. They even outnumber the British troops, by some estimates.

Dubya wants to privatize everything. Soon, we'll be paying admission to MacDonald's Yellowstone National Park, and our water prices will skyrocket, after "public" water supplies become privatized.
Why is there always money for war, but none for education?

This predates Dubya, but he certainly is pushing it. Rummy is deeply committed to this transition.
