Well, there is no doubt about warning.
All major news agencies in the world posted Bin Laden's warnings several weeks before the attacks.
But are Bush et. al. capable of preventing vague threats?
On the other half of it...
Bush refuses to hand over documents over what he did know... that's a whole other legal issue.
Until we get that information, which he's been withholding from the investigation... nobody knows exactly what he knew.

I'm not sure what documentation you're referring to. I'm aware of the threat matrix and that he is not revealing some of it's contents. Why would he? This would set a disastrous precident for administrations to come. Trust me, the American people as a whole don't want nor can they handle the information in that matrix. Too much risk for spin and ammo the opposition does not need. I personally am in favor of some secrecy if nothing more than securing our nation and it's leadership from those within this country that would like to do us harm.
