There was a previous thread about Kerry supposedly failing to adequately represent his constituents by not showing up for a vote to extend unemployment benefits. Anyone with any sense knew that the vote was engineered by Republicans to make it look like Kerry alone had caused the bill to fail. Here's another example of the gamesmanship that goes on all the time in D.C. - this time the Republican leadership postponed a vote on veteran's benefits after Kerry showed up and foiled their plans. Apparently, they didn't want him to be able to campaign on the fact that he voted for the bill. It's all kind of comical, not unlike the Lounge.

GOP aides conceded that even if Kerry had voted for the war profiteering measure, Republicans would have switched their votes to make sure it failed anyway.
And yes, both sides play this game, always have. It mostly depends on who's in power at a given time.
