This wouldn't be so weird if it hadn't been predicted. One blogger mentioned this in May:
Just to pass on some added information, about which we'll be saying more. There is chatter in Pakistani intelligence circles that the US has let the Pakistanis know that the optimal time for bagging 'high value' al Qaida suspects in the untamed Afghan-Pakistani border lands is the last ten days of July, 2004.
The New Republic also reported that the Bush administration was pressuring Pakistan to get someone from al Qaeda in late July:
What's more, this source claims that Bush administration officials have told their Pakistani counterparts they have a date in mind for announcing this achievement: "The last ten days of July deadline has been given repeatedly by visitors to Islamabad and during [ul-Haq's] meetings in Washington."
Again, the first piece was written months ago, and the second several weeks ago. But now, today, in the last 10 days of July, we have this:

Pakistan captures high-level al Qaeda operative

ISLAMABAD, Pakistan (CNN) -- Pakistani security forces have captured a high-level al Qaeda operative who was on the FBI's most-wanted terrorist list in connection with the 1998 U.S. Embassy bombings in Africa, Interior Minister Faisal Saleh Hayat said Thursday.
It's hard not to go for the conspiracy theory when it was specifically predicted in advance.

A nice escalation though for the elections.

Isn't there some important anniversary coming up as well to commemorate something soon?

Wonder if the predictions for OBL turning up in the weeks before the elections come true as well............
