Even the uber-insane Kim Jong-il has got to realize shooting their one or two missiles at this country results in the vaporization of North Korea. There's a pretty good reason why no one uses nukes. The response would negate the effect of using them.

I wonder. I guess it depends on his goal. If he wants to survive, and he wants his citizens safe, then yeah. But if he wants to go out in a blaze of glory, having killed a few thousand Americans before committing suicide, he could do it. It's not unheard of. School shooters do it. David Koresh did it. People who commit "suicide by cop" do it. The Soviets wouldn't do it because they did have some power, but there's no other way for the Koreans to contend with the US.

I'd imagine the nuke that inevitably goes off in the US will arrive in a shipping container, not in a missile.
