In the Bush administration, being qualified for the job is less important than one's political and occasionallly even religious beliefs. Look at how he's manipulated the composition of various committees, from the committe on the effects of Title IX to the various Science Advisory Boards. The danger is that you often will not get the truth from people, instead you'll get what they think you want to hear.
