Depends. If the additional information backs up your original decision, you stick to it. If the additional information contradicts your original decision, you employ new people to look for information that backs up your original decision. If the information still contradicts your original decision, you employ other people to claim to have found information which backs up your original decision.

Eg. Decide that there are WMD in Iraq. Intelligence suggests no WMD in Iraq. Employ "Special Operations" (the "Cabal") to find intelligence suggesting WMD in Iraq. Go to UN with Cabal intelligence, tell Tenet to shut up. After invasion, no WMD in Iraq. Employ James Kay to find WMD in Iraq. Finds none. Tell Rumsfeld to say we have found WMD in Iraq.

Simple like a pimple!

Oh of course I change my mind from time to time.

But I don't however change my mind because I think it will make me more popular.

That latter is what Kerry does. He rides the fence and looks at the polls to see what he is "for" and what he isn't "for"
