How about using the $$ to be made reconstructing Iraq to attract some of the reluctant Europeans to help lessen our burden?

Frankly, it goes back to the old story if the Little Red Hen. If someone wasn't willing to help plant the corn, grow the corn, or harvest the corn, why should they get to help eat the corn?

Because the "corn" is neither done being grown nor harvested? If we can get their help on that (specifically, troops and security), I see no reason not to let them in on it.
It would be especially helpful if we could get countries like Egypt, Turkey (in the non-Kurdish parts) and Jordan to pitch in.
