I find it funny that the Bush administration, like a well-oiled machine, has latched on to this "blame game" concept. It's fine to be all high and mighty about not playing the blame game, but the Right is playing the same game in assigning blame to state and local officials.

A little accountability will go a long way. All branches of government (including the Democrats for letting Brown be appointed, among other reasons, I'm sure) are to blame.

I find this aspect of politics thoroughly disgusting, so much so that at times it forces me to keep politics at arm's length.
