I think what is scandalous is how FEMA was vicitim of rationalizations and cuts that undermined that organisation for the last few years.

To see wolves and hyenas after the disaster and get fat on cheap jobs should not suprised anyone; this is what happens usually worldwide.

But what is the most important is that the citizens keep their will ablaze and fight for their rights, their self-respect and their survival.
