The video talks about a man who committed terrorist acts in Cuba (such as bombing a civilian jet liner), and is being held by the US. So far the US has not sent him back to Cuba for prosecution (in addition to the guy being an ex-CIA operative). He's being held here in the US for other charges. Cuba is upset because while the US is harsh with anti-US terrorists, they don't seem to be as tough on other terrorists, establishing a double standard.
