I don't think so. Harper introduced this motion knowing it would fail. He gave the MPs who wanted to have their views entered into the public record a chance to do so.
Harper can now credibly claim that he supports free votes and public debate on matter of conscience, as opposed to the Liberal party, which doesn't.
Regarding the "wasted dollars," this matter was raised and dismissed in days. I think that's a record for Canadian parliamentarianism.
