No, really... does the US have any power to change Canadian law? (DMCA)

Canada must beef up copyright laws to stem piracy: US envoy - Yahoo! News
To this, if Canadian politicians were truly representing their people (and if a consumer's vote is equivalent to an intellectual author's vote, and equivalent to a pirate's vote), they'd have no problem to reply "Go run your own country or we'll rise our oil prices, eh".
But I have a gut feeling that intellectual property advocates will somehow convince the Canadian government that letting bootleggers run amok is not a good thing, and shut off that tap once and for all, despite their lack of any actual power. What do you think?

America has no explicit authority that I am aware of to make such demands, but it can definitely utilize existing relationship with Canada to twist its arm (in a legal fashion of course).

We can't directly change Canadian law, but if we were batshit insane we could embargo you over it, and I suspect that'd get a result.
Any country that is dependent on another for something has lost some power to it.

But as any country that has a trade relationship with you we can use aspects of that relationship to, as BM put it, legally twist your arm, to try and get a revision to your lax copyright laws.
I missed it in the original post, how is letting bootleggers run amok a good thing?

It might but Canada can stop sending California power and shut the lights out in Hollywood stopping the recording/movie studios to begin with
