The law is relevant to all transportation within the United States. The Bush administration allowed an exemption for this kind of charter travel. The current administration revoked the exemption, restoring the original rule of law.

Most countries do not allow foreign carriers to carry passengers between points inside their country. Canada does not allow stand alone cabotage by US carriers and AFAIK has been more aggressive about enforcing it over the years.
That said, this looks like a poor write up. From what I read elsewhere, at least one Canadian carrier was allowing passengers to travel between points in the US without a flight to Canada at either end, which is illegal. They just got busted for this, and their punishment is they can't do any Canada-US-US-Canada trips.
What they were allowed to do: Canada-US-US-Canada trips.
What they did: Allowed passengers to only fly the US-US segment.
What they may now do: Canada-US-Canada trips.
Note this is about where the passengers go, not where the airplane goes. It could have been the original Canada-US aircraft went back to Canada afterward and a few days later another aircraft came down to the US for the US-US leg.
I don't see why it's a big deal for the teams to take a domestic carrier between cities. There are many capable charter carriers in both countries.
