I FIXED IT!!!
After dozens of failures, Success!

It wasn't shims.
It wasn't file sharing.
It wasn't the Backups folder.
It wasn't reinstalling everything.

It was Power PC Enabler 9.0.4.

Pulled it out of System Folder, rebooted, and proceeded to hotsync without a hitch.
Running OS 9.0.4 on Lombard (G3 PB 400 Bronze) with Visor Deluxe. Syncing Now

You just downgraded to Mac OS 9.0.0.

Try putting the extension back and resetting the PMU (not pram). Turn the PowerBook OFF, hold down the PMU button for about 5 seconds (until the sleep light flashes once), then try to restart.

The PMU button is the one with a triangle inside a circle by the phone cord plug in for the modem. (on the PB G3 bronze)
