the problem solved by c-eye in the OS forum.
carbonlib 1.3.5 update was the baddie.
now back to version 1.2.5, no problem now.

that carbonlib 1.3.1 update was the culprit!!
as soon as i went back to 1.2.5, problem was gone!!

running OS 9.1
finder prefs > general:
"grid spacing" has 2 radio buttons:
tight (more items)
or
wide (neater arrangement)
neither button has any effect on the "stuck"...
