This is a general Windows issue, so I wouldn't go blaming BootCamp.

I've had this happen on an HP desktop before. If you Google it you'll find it's a fairly common occurrence on (non Apple)...

Parallels is definitely fast enough for development. I'm running Visual Studio and SQL Server under Parallels without any issues. Just make sure you have enough RAM.

Boot Camp is obviously faster...
