Well i tried some new RAM and that didn't fix it, but thanks to P, I took a look inside the PSU and found a few larger than life capacitors. I really hope thats the only problem. I'll update again...

I performed the open firmware resets again and rechecked all the capacitors. There does not appear to be any issues with the capacitors. I also tried the suggestion from D R Turbo.
