It can't hurt to try resetting the power manager:

1. If the computer is on, turn it off.
2. Reset the power manager by simultaneously pressing and then releasing Shift-Control-Option-power on...

Raster shift is only one of the problems! There's also the pop noise followed by no video. Then there's the shimmering image. About 50% of all eMacs experience video problems. That's a lemon!
