Yes, De-interlace comes with FCE. FCE has just about all the filters and effects that FCP has except 3-way color correction.

Yep. Launching apps, startup, rebooting, and just about any operation that is largely dependent on hard drive access performance is definitely going to show where the 12" PB lags behind the iMac's...
