I think this has as much to do with Sony Ericsson's gung ho attitude toward iSync/Bluetooth/SyncML as anything.

No.. the Finder's preferences aren't in System Prefs for the same reason iTunes preferences aren't. The Finder is completely abstracted from the system.. it's just another application.

I believe this usage pattern reflects more on the sad state of browsers on the Mac than on some innate aspect of browsers. I'm glad Apple stepped in to galvanize the browser effort.
