How does the White House deal with a catastrophic solar eruption?

This one is interesting to me because I'm a space science kind of person and the Carrington event would have been so awesome to live to see. Imagine all the auroras.
Such an event is also the most real "worldwide natural disaster" that, for whatever reason, no one has made a movie of yet. We've done hurricanes, tornadoes, earthquakes, floods, etc., but not solar storms. And yet we live in such a technologically-dependent society that, well, if a high X-class (actually Z class) eruption such as that in 1859 was to happen today, we'd be screwed.
Turns out that Z class eruptions occur more often than once every 150 years. It's just that they are rarely directed straight at the Earth (phew!), but those that are aimed at the Earth........
I am of the opinion that in the event of (what I will call) Solar Storm Z hitting the Earth, the disasters and financial burdens described in the White House article will become very real, and there's nothing that we can do but let our society endure the burden of it.
In all seriousness, I have an awesome vision for a movie that can be made out of something like this. It starts so innocently with seeing bright auroras, bright enough to read the newspaper in your backyard during twilight, bright enough to wake a sleeping child.
