In Lion, are most of the Spanish TTS voices free or paid? Are the paid ones a lot better? Are they comparable in quality to Rosa and Miguel from MacOS9?
How much do they cost?
Will I be able to sample them in an Apple store? Anywhere on the web?
Does the "say" executable still work on the UNIX commmand line?
Ok, perhaps they were more than 1 question

Been inclined to wander... off the beaten track.

I never used Rosa and Miguel, but all the TTS voices are free and are very high quality. I'm sure you could play around with it in the Apple Store. And yes, the "say" executable still works in Terminal.
