On 10.6, Safari will play them.
On 10.7, you can play them in QuickLook in the Finder, and scroll through them in Preview (and of course, Safari will still work).

On 10.5, Safari can play them. Not sure if Preview will at least allow you to scroll through them.

There is a graphics viewer called Xee that plays animated gifs. That is the viewer that I use most of the time.
