I bought a 17" Powerbook from eBay and just did a fresh install of OSX. The problem is that the OS "refreshes" itself boots itself out of every program I try to use. Is this a hardware problem?

Looks like it might be faulty memory. I just did a hardware test. Is this covered under AppleCare?

Put the DVD-ROM that came with the computer in the drive and reboot holding down the option key. When you get the boot selector pick the Apple Hardware Test option and run the tests.

If it is a memory problem you will find out. Otherwise, when you say fresh install I assume you mean that you did a FORMAT of the drive and then an install. If not, then redo with a format first using MAC HFS+ format.

Is your memory the original Apple-installed? Or, did you get additional memory installed from a 3rd party? (There has been a lot of discussion about MacMall swapping out Apple memory for another brand which is doesn't have the correct specs.)
