can an application ever be "feature complete"?

i've often wondered if an application can ever be feature complete and is perfect for what it does and needs to accomplish. do you think an application can ever be feature complete and shouldn't be developed any further if everybody is happy with it? when do you know it's feature complete?
what app do you currently have that is worthy of being almost perfect and doesn't need any more features in your opinion? why?

OS/2 Warp Server.
It's met all it's design goals, has been in bug fix mode for a few years without adding any features- because as a server, it is feature complete.
OS X Server 10.3 doesn't do things any better, other than running on stronger hardware. The truth is, they're at feature parity.
There are all kinds of software projects that reach maturity and are feature complete- how do you know?
When all the design goals laid out have been met.
You DO lay out design goals ahead of time, right?

So when is MS Word going to be feature complete?? Surely there's not much more they can do with a word processor?!
Except of course add support for more than 32 characters in file names.

I think applications like Photoshop have been feature complete for YEARS. They have been adding components to it to improve upon it, but for 80% of my work, I could use version 4 and get along rather well.
I would agree with vmarks... once you meet your design goals.
Programs like Fetch are feature complete in my mind. They keep adding bits and pieces to them because there isn't any money in simply standing still in the computer industry.

I think being feature complete from a developer stand-point and a user stand-point are two totally different animals as well...

OmniGraffle Pro and Photoshop are pretty damn perfect in my opinion.
They both do their job and they do it well.

he could use photoshop 4 for 80% of his work. the other 20% plus the current 80% is covered by Photoshop CS.
What can't you do with it that is was designed for.
