Why do I have to pay 37 cents to mail a bill, but I get junk mail by the pound delivered @17 cents?

Bulk discounts and computer-printed envelopes lower costs by quite a bit.

It's because of two basic thing:
1) bulk discount just because of volume
2) bulk rate postage in this country has to be pre-sorted. On the mail, you see things like "CAR-RT 723423". This is because the mail is not only already sorted by ZIP code. It's not just sorted by ZIP+4. It's actually sorted into the order that the mailman walks down the block to deliver the mail (the "carrier route"). In other words, bulk mailers have to do half the work to get the discount.

On a sort of related topic...
My school makes us use their calling plan, which is $.10/minute. One month I made one 2 minute phone call, translating to a $.20 bill. I waited three months to pay it, meaning the phone company sent me three $.37 stamped bills to try and get $.20 outta me...

Why can't we have the 17 cent rate and make the mass mailers pay the 37 cents. Pays for my having to have the recycler come over to the house.

Cause then companies would stop sending bulk mail, the postal service would go under, and then no one would get mail.

Bulk mail makes up the largest % of business for the USPS. Not those letters to Mom and Pop.
