Just discovered it at VT, and, after some hours on the web, i definitevely think iSurf is Safari as it should be.
It has all Safari offers, but it has an impressive navigation speed.
Till now, not a site working with safari refused to work with iSurf.
I hope the next Safari 1.3 will meet iSurf speed.

Looks like it's simply a rebranded Shiira (the executable name is even Shiira). Hence, it uses the same rendering engine as Safari. It's probably speedier because Safari does autofill, etcetera on each load and is suffering from favicon cache slowness.
