When did file sharing protocols change?

1. On a Mac running OSX, one can access files hosted on a networked OS 7.x machine, but file transfers are VERY slow.
2. On the other hand, if one trys from an OS 7.x machine to see networked files hosted on a Mac running OSX a warning is displayed that the sharing protocols are incompatible.
My two questions are these:
A. In which Mac version did the file sharing protocols change? Did it happen with 9.x; or did the protocols not change until OSX?
B Is there a workaround to allow OS 7.x machines to see files hosted on an OSX machine?

Are you using MacTCP or Appletalk on the System 7 machine? Have you turned on Appletalk in the OS X Network System PreferencePane? In System 7 and 8 you could tunnel Appletalk though TCP/IP, allowing the ease of Appletalk with internet routing capabilities.

Some more info will help find an answer.
