I was pretty psyched to learn that iLife '05 unlocked my iMac's ability to use DVD+R media (my roommate had accidentaly purchased 50 of them that I was unable to use).

So after installing Tiger and updating Popcorn to 1.03 I set about to burn some movies.

Unfortunatly I'm constantly getting disk errors, and even when Popcorn does burn a disk succesfully verification fails just about every time (though the disks seem to work fine).

My question... is DVD+R support this spotty in all apps and the finder or is it just a Popcorn issue?

iLife '05 had nothing to do with it. DVD+R support was enabled in OS X 10.3, provided your hardware has proper support for it.
What kind of Mac are you using?? Its possible your machine's drive doesn't properly support DVD+R media.

What iLife '05 gave you is +R support in the iApps like iDVD.

FYI, I have no problems with Popcorn and DVD+R or +R DL media.

Anyway, that's beside the point. I have an iMac G5, which does support DVD+R (and like I said, it does work some of the time). Maybe they're crappy disks (they're HP if that meand anything). I never made a single coaster with DVD-R disks, but have made about 10 so far with these DVD+R disks.
