Trained and armed dolphins loose in Gulf of Mexico?

The US Army had trained anti-terrorist dolphins in the area where Katrina hit, and now the dolphins have got out and are somewhere in the Gulf of Mexico, trained to shoot people in wetsuits in the water as they could be spies. They are armed with dart guns which puts the 'victim' to sleep so they can be picked up by the US 'intelligence'.
And no I'm not making this up!

Are they still planning to make Jurassic Park 4? Which is supposed to basically be 'US Military Dinosaurs with Guns'? I heard about that one ages ago.
