On my desktop, in the top left corner, under the Apple, I have a tiny black square. When I put my cursor on it, the cursor changes to a vertical bar with arrows to the left & right-like you get when resizing columns in Excel. Nothing happens when I click or try to resize and I can't get it to go away. System 8.6 with lots of crashes. Any ideas?

The the black square is the lower right hand comer of the Application Switcher "tearoff". If you hold down the Command key it will change to a hand. That way you can move the tearoff. Also you can tear off another Application Menu and replace it.
