Whenever I make a bootable CD, I usually make the image first on my SuperDisk (didn't buy the ZIP option). When I made an OS 8.6 bootable CD, I formatted Superdisk, copied the System Folder from the boot CD onto it. Copied Norton Antivirus, Tech Tool Pro, and a number of other utilities. I moved the Norton Shared Libraries into the extensions folder and then rebuilt the desktop on the SuperDisk. I then made a Shrinkwrap image of the whole thing, mounted it, and burned the CD using the Mac Volume option and checked off "Make Bootable". Worked for me.
