I was using word 2004, trying to re-arrange the toolbars, and the toobar on top slid up out of site behind the top apple menu when i moved one under, now I can't see the toolbar, I can't format with it.

I tried enabling and disabling the toolbar several times, but it reamins out of sight. Is there any other way to get it back so I can see and use it again?

if you have an external monitor, you could make it your default monitor and drag the apple menu bar to it, thus maybe making the Word toolbar visible.

or you could try deleting Word's preference files, thus making it reset to default toolbar layout

With Word open, the first thing to try would be to change the screen resolution to something smaller and then back to normal again - it might cause the toolbar to come back on screen.

Try deleting your Normal template.

This is an annoying thing about the Apple desktop - it's quite easy to get programs in places where you cannot move them because the right bits of them are behind something else - I hope it gets fixed in Leopard.
