Security Update disables Airport!

I downloaded & installed the most recent macOS security update yesterday. Upon restarting, I found that my eMac (running OS 10.3.9) won't connect to my (or any other) airport network.

A spinning beachball greets me as the thing boots up, with the airport icon at the top of the screen highlighted as the source of the problem.

I'm lost as to a course of action. I know the airport & modem are fine, as my older imac (didn't install the update!) works fine and connects normally.

Why would Apple do such a thing to a loyal (if technically maladroit) Mac head such as myself? Any suggestions are appreciated.

You may need to do an Archive and Install, unfortunately.
