Yes. Its easy to set up for Gmail and Yahoo, but what about for Hotmail?

Hotmail does not allow POP or IMAP, meaning that it won't be usable on your iPhone. However if you are a premium user of Hotmail, I think it is possible.

What is wrong with Microsoft? They are marh=ginalizing their email accounts. Too bad.

If you want free, you'll have to use Safari. Since the actual Hotmail site is a dog, especially on the iPhone, you can use the mobile version instead: Hotmail Mobile
If you're hell-bent on using the iPod touch Mail client, then you can sign up for IzyMail, which basically acts as an POP/IMAP bridge between the hotmail site and a regular email client. It'll cost you though.
