I was wondering whether it is possible to just buy iPhone 3G from Apple Store w/o activation?

You can from an AT&T store, but at a premium. I do not remember exactly what it cost, but $600 or $700 for the 8gb sounds about right.

In Italy, France, and Belgium, you might (possibly just from the carriers' stores, though - not sure).
I don't know about Spain.
