Incidentally, Tog worked on the original MacOS back in 1984, so it's easy to excuse his attachment to OS 9, the last descendent of his original work.

Also, the Dock has improved in the two years since he wrote that, and some of the problems he had have been addressed.

The real question is, do you like the Dock?

FWIW, # 3 and 4 have been fixed.

Otherwise, he's totally right. There are serious fundamental UI design flaws in the dock, and no amount of "ooh look how pretty it is" will fix that. It's not OS 9 envy; just because OS 9 is old doesn't mean it did everything wrong, and on the same note, just because OS X is new does not mean it does everything better (or even as well as!) other solutions.
