Is there any way to create a voice file from scratch to add to the default list? Aren't voice files System 7 sounds? Do they have to be specially coded to be recognised by the Apple Speech Synthesizer? I'm just hoping to hear some other voices from my iMac DV.

Why don't you take ResEdit and open up some of the voice files from Macintalk?

To my best knowledge, nobody outside of Apple has ever attempted to create Macintalk voices, and I suspect it's very difficult, since it involves having little tiny snippets of sounds.

I can tell you for sure that they're not just a huge folder full of System Sounds.
