EFI firmware - I've set a password but can still boot into single-user mode?!?

I've set the EFI firmware password using the Firmware Password Utility on the Leopard DVD. Yet I can still boot into single-user mode. What gives?

I've also in nvram set both security-mode and setsecurity-mode to "Full", but that's no help.

Any ideas? I can't seem to find a decent guide to EFI that doesn't muck up the explanations with references to how to do it in Open Firmware.
